Do you simply add:

BrowserMatch "Mozilla/2" nokeepalive
BrowserMatch "MSIE 4\.0b2;" nokeepalive downgrade-1.0 force-response-1.0
SetEnvIf User-Agent ".*MSIE 5.*" nokeepalive ssl-unclean-shutdown downgrade-1.0 force-response-1.0

anywhere in the V-server config? Also, I assume only the port for ssl?

In about 90 minutes of testing last night I was not able to force a failure to occur. I've sent a note to the customers who regularly complain that I believe this is fixed now, so only time will tell...
