I agree it would be good to have a somewhat more "proper" spec for this. In terms of process, I think probably the most important (and lowest overhead) aspect of "proper" is having the revision history of the specification in publicly visible version control (such as github), and a way for people to raise issues that will be looked at. -David -- 𝄞 L.
