For #1, this is a change, and I think it's one that we've decided is worth the risk.

For #2, Good question, and I didn't think through what would happen in that case. Currently that's controlled by the MOZ_TELEMETRY_ON_BY_DEFAULT flag which is a build flag. But I don't want the beta-on-release case to disable experiments or other telemetry, so I think we'll try to key the default off of the channel.
