I have all mozilla-tools mentioned in NSS Building FAQ: gmake.exe, nsinstall.exe, shmsdos,.exe uname.exe, glib-1.2_s.lib, libIDL-0.6_s.lib, include-fles. Also, I have all of the necessary sources(coreconf, nss...). I've set all environment variables.
