This comment does not appear to reflect the current behavior. It doesn't
fall back to the table volume chooser. It falls back to a system wide default
for all scopes, but which still needs to be set. This is different from the way
it handles missing configuration for the per-table case. On the other hand, it
seems the only way to make this never fail is for this to be aware of all
possible scopes. Perhaps the different scopes should be an enum so this can be
detected better?
