I checked https://github.com/apache/airflow/commits/constraints-3.1.6rc1/
and it's been updated yesterday (expected) and when you look inside FAB is
3.1.1 (for example
https://github.com/apache/airflow/blob/5634ba767460fe555a826c304f3068aed143a621/constraints-3.10.txt#L134
)

I looked at it and we seemed to be using source providers constraints in
this case (so the ones that are used to install airflow from sources -
rather than from installed packages.
However, in case of distributions installed from .whl packages or by
specifying airflow version, we should be using "PyPI constraints" - so the
ones that include providers.

Those constraints by definition do not contain providers (because they are
used to **build** providers essentially). Since an old Fab provider was
specified there, old fab provider was installed.
This only affected *fab* - that's why we have not seen it before (or maybe
we did not notice it) - because fab is pinned to a specific version of
FlaskAppBuilder and it required diverging of the branches for some time.
And it is only when breeze's `--use-airflow-version` was used, It did not
affect images, nor regular installation by users.
