According to [1] projects that have no active committers are good candidates for the attic.
The last commit in Apex was in June 2018, which is a very long time ago. No activity other than this attic discussion on dev@ for 3 months and one lonely email on users@. Do those that are not ready to vote for the attic move have a timeout in mind to revisit this discussion? Regarding bar for contributions: We are at zero contributions for a long time now. Without reference this isn't super useful to discuss and a debate that is reduced to "high" and "low" is just subjective. Contributor experience is critical, should be paid attention to, and there is always room for improvement. From my own experience as contributor to multiple other projects I would consider the bar rather moderate. Regarding candidates for committer/PMC: I don't see any that could be discussed (and then this would happen on private@). But we would need active contributors with interest in the project.
