There is a Tigris default if the file is not present. I am not sure if it is
an actual file though, it could be a part of some template.

I have created for most projects when needed. I have set up the
project_tools.html file from the argouml-ada project as a template for
project_tools.html.

I have worked to disable not only the Issue tracker but also

   - the Discussion Lists (they don't appear anymore in the
   argouml-classfile project. Strange!),
   - the Announcements, and
   - the Documents & files.

They are all services provided for each project by the Tigris infrastructure
that I don't think we need to have per project. For the Announcements I have
a link to the argouml announcement mechanism, the one we are using.
