It is great that you want to do this.

Here is what I would say is to be done:
For each of the projects marked E or N either modify an existing
project_tools.html to include a link to the argouml bug reporting page
(project_bugs.html) or create a project_tools.html using the argouml-ada
layout as a template.

For the language projects that have a translated project_tools.html, notify
the developers that they can translate the link you just added.
