Yes, we are following different OMG specifications. At the moment
ArgoUML is using UML 1.4(.2)

The XMI and DTD are here - http://www.omg.org/spec/UML/1.4/ (it looks
like it is the XMI document that specifies the namespace)

These are for UML 1.4 however we follow the specification for UML
1.4.2 which is here - http://www.omg.org/cgi-bin/doc?formal/05-04-01
