... provide a dedicated webpage that explains the services

I agree with Peter that a frequently run script based check
regarding the existence / online status of the dedicated page
would be very useful in order to avoid "zombie entries".

Yes. My feeling also is that policing this page should be fairly minimal.
What else would be here? Cdrom listings, for instance.

I think it is OK to ask a fee. After all, for busniness listed it is marketing. And they also can exist (partly) because OOo exists ... This of course alongside other actions to improve the list, what Peter is writing about.
