That page is right now the consultants page, which I want to turn
into a paying page. There is no quick yes/no answer. Rather, I would
want the default listing to be for fee with exceptions made to those
who significantly contribute to the project. They would be listed on
the page, along with everyone else and not be slotted to a ghetto (to
make it melodramatic).

My proposal was that there could continue to be a "default" listing on
a non-paying page that would require minimal technical conditions
(web site up, some wording that is relevant to OO.o).

If I understand your proposal correctly, any non-paying entry would have
to go through an "exception" step for being accepted. That could involve
a lot of work of a human or a committee, and more problematic, lead to
difficult discussions about who deserves to be listed non-paying and who
needs to pay for the listing.

In my proposal, next to that non-paying page and actually independent from
it, there could be a paying sponsors page, with a relatively high fee,
which makes it economical to go through the pain of collecting and
administering the money. My estimate is that only 20%of the entries
would also be listed on the paying sponsors page, so the non-paying page
would not be a ghetto of outcast, but rather the majority of small
consultants, but with a better quality of that list, because of improved
policy and enforcement of that policy.

How high would you see the fee to be listed on the page as you
envision ?

Hm. The policy I tend to think should be really simple, and it could
apply as well to other areas of OOo where we will be listing things
for fee, eg, extensions.

Also there (for extensions), it could be usefull to allow a large group of
non-paying extension projects and also open up to sponsors if they want
to pay to get a more prominent position on the web site.
