I'm a big believer in frequent point release: if it's not regressing, put it
out there. When the process is very easy, e.g. Web app, you might make
several releases a day.

That gives you an opportunity to iteratively work out big new features.
Instead of 1.4 being the first release with (any) shell support, 1.4 should
be the first release with working, tested, documented shell support. Use
1.3.x for iterating over a feature, beta testing it and as RC.
