Essentially the semantics of the bitwise operators will need to change. I propose to back out all the changes that were made during this release cycle for adding these operators and apply them after the release. Considering this is a non-critical improvement (it's rather a minor, nice to have, small optim), I think it'd be ok if we push it to 1.42 - Looking into CALCITE-6239 (and related CALCITE-6263), I still see several non-straightforward discussions going on about design, coupling and compatibility. This is a big issue, so IMO it may need a bit of more time to finalize, so we might have to push it into 1.42 as well.
