Essentially the semantics of the bitwise operators will need to change.

I propose to back out all the changes that were made during this release cycle 
for adding these operators and apply them after the release.

Quick recap [1]:
- I think CALCITE-7222 and CALCITE-7070 are in a very good shape, and could
probably be merged very soon.
- CALCITE-7220 was moved out of the 1.41 scope by the reporter since it
requires some extra work.
- Regarding CALCITE-7122, I can still see several open comments on it.
Considering this is a non-critical improvement (it's rather a minor, nice
to have, small optim), I think it'd be ok if we push it to 1.42
- Looking into CALCITE-6239 (and related CALCITE-6263), I still see several
non-straightforward discussions going on about design, coupling and
compatibility. This is a big issue, so IMO it may need a bit of more time
to finalize, so we might have to push it into 1.42 as well.
