I would personally prefer the community to officially recommend skipping > 3.11 to users that have not yet upgraded, as 3.0 and 4.0 have each had much > more attention given to them over the past several years.
What has been fixed in 3.0 that hasn't been merged into 3.11 ? Dropping support for upgrading from 3.0 to 3.11 would be a weird deviation from the general practice of being able to upgrade from one major version to the next.
