Yep, this is a known IE bug, which affects all absolutely positioned divs that overlap a dropdown list.
As far as our calendar s concerned, a workaround is to use the separate window mode instead of the div mode, but this doesn't apply to help popups.
Another workaround is to change the form layout so that there's no calendar above a dropdown list :-/
