On the Jakarta EE Working Group side we had a discussion on this and the TL;DR 
is it will be fixed and I should know more next week.

Eclipse was working on the rules decisions of the Working Group, while we in 
the Working Group hadn't realized we inadvertently eliminated no-cost 
participation through a couple decisions made a few months apart.

This will go away and you should work with the assumption you and everyone will 
be able to be committers on specs without employers having to pay.
