 Review comment:
   After trying this out and talking to Steve, because ```PE(...)``` no longer 
throws, I would need to provide some sort of sane default for bigDec which 
isn't really possible.  So we decided to just leave the call to 
```start.simpleElement.overwriteDataValue(bigDec)``` inside the try block.
