OK, dug in a bit.  Public domain code is allowed in ASF: 
http://www.apache.org/legal/resolved.html#can-works-placed-in-the-public-domain-be-included-in-apache-products

The code itself cannot be ASL licensed and there should be a note put in the 
license as to its origin:

Additionally, Adrian has requested an email, which would be nice, I guess.

That should be enough for a first pass and we'll see what the IPMC thinks  
during the release vote.  I *think* it will work, but am often incorrect in 
these matters...
