No. Templates are here from the beginning. Seems like it most days. There are many observers who, if they have the time and energy, could ask for a development role and take over the maintenance of the webpages. With respect to portals, I think that the documentation hosting of On-line Help is a bit counter-productive but it too is historical. Perhaps you could propose to the council that a new project be created.
