Not too surprized by your statement. For normal users, JCA is a barrier.
If that makes no sense to you then I suggest that you ask around.
just to tell my experiences ...

when I started to collect and / or review german templates, I asked every contributor to
- agree to LGPL
- agree to SISSL ( this was back in 1.x times)
- sign the JCA (as this would make it easier to include templates in a OOo installation package)

Besides the fact, that JCA didn't make anything easier, 12 out of 16 contributors agreed to sign (or had already signed) the JCA. I did accept non-JCA contributions at that time as well. Most contributions have been done by thse people who signed the JCA.

So - although I don't see JCA as a requirement, I don't see it as a major barrier (as said - from my experience).
