In former times we would have written all that info into the Help. Now we need to care for word count, both because it is expensive to translate and because too many words are distracting for users that are looking for a short and easy 1-2-3 help.

So if some volunteer wants to translate the info from the spec, why not copy the info to the OOo Wiki first and then translate on the OOo Wiki?
Because there is no license on the specs, so we don't know how we are able to translate them. But as you said there is some valuable informations in it. For this spec we are talking about, I think that the migration explanations are very important for our previous users.
I can change the link in the Help then to point to the Wiki.

Yes, in our project we even have a special list to follow them and discuss their contents. But for me, they are more working documents for ux, localization, documentation, marketing,... purposes than pure help documents because they contain a lot of extra information and change following the development life of the feature.
