I have just tried it on Solaris with OOo3.0.1 ( OOO300_m15 ), and it
works well by me. The type of the document is correctly detected even if
it has unexpected extension or no extension.
Either the problem is already fixed in OOo3.0.1 or there should be
something special in your scenario. Could you please try whether you
still can reproduce the problem with OOo3.0.1.
By the way am I right with my understanding that the problem is
reproducible by you with any writer document having nonstandard extension?

Usually, if a file does not have an extension and the flat type
detection is not possible the stream contents detection is used.
well, it does have one, but not the default one, so e.g. OO instead of
ods.
Which format does the file have?
IIRC, I tested this both with odt and ods
