I have pushed HBASE-12686 to 0.98. There was also a branch-1 patch so that
went in too. Local tests had a mixed result. TestSplitLogManager is flaky
for me on branch-1, but always passes when run on its own, and this happens
with or without the 12686 change. I'm going to wait to see how the branch-1
Jenkins builds look before proceeding with a new 0.98 RC, in case a revert
is necessary. Should be just a few more hours.
