We have one new failing test on branch-1 and master, TestFastFail, in
failed builds with only HBASE-12348 in common. HBASE-12348 only changes
AccessController and TestAccessController. I looked at TestFastFail and
don't see how an AccessController only change can affect it, there are no
security coprocessors installed for that test (not that I expected any).
Anyway, since those builds HBASE-12696 has been committed to branch-1 and
master so I'll wait to see the build reports for those branches
on HBASE-12696 before proceeding.
