This gives someone who might be stuck with one of those pre-fork
only platforms, or anyone who just WANTS to stick with pre-fork,
absolutely NO INCENTIVE to upgrade at all ( ever! ).

That statement is just ridiculous. There are many reasons why a person might upgrade to v2.0 - the new functionality offered by the filtering API (mod_cache, mod_deflate and friends), etc etc.


And from a performance perspective, I personally would not run a webserver on hardware that was too close to 100% utilised, so the performance problem is normally not a huge one in most cases.
