Anybody who wants to run the latest version of httpd on their RPM based server, rather than the typically more conservative versions provided for by native distributions.

httpd v2.1.x for example is available as both source and binary RPMs from the ASF, I am not aware of any distro that supports httpd v2.1.x yet.
