Okay, that makes sense.

Is the larger move (the construction of 'jena-cmd') worth an epic in Jira? With 
the smaller ("take arq.cmd* to <jena-base>/jena.cmd* and drop 
<jena-core>/jena.cmdline") as a first story therein?
