+1. I think it would be good to keep 4.0 time-based. Most of the refactors we 
want to do are optional in some sense and can be descoped if time runs out. For 
example, we can drop support for JDK 8 without immediately refactoring 
everything that could benefit from the improvements in JDK9+.
