I understand that in those PRs all references are pointing to 10.0.0
released artifacts, however it looks to me that the content of the PR
itself is a missing artifact of the release and the steps to submit
the PRs to those repositories should be added to the release procedure
document (and it's fine to have manual steps).

I'd suggest that we incorporate these new artifact(s) - which is the
source that will create the PR for the operator repositories - for the
next release.
