In this list UI_SANS is the font used by the user interface, you can see
in the list below that name that Dzongkha Machine Uni will be used if
present in the system. If it is not available, it will try to use Tibeta
Machine Uni... if it cannot find it either, it will use Wagdi29... and
so on. CTL_TEXT is the list for the word processor, etc...

Can you make a similar block for Tibetan?


I understand the above block. As far as I know, the Unicode Tibetan fonts
are only "Tibetan Machine Uni" and "Microsoft Himalaya". They are all based
on OpenType.


Is Tibetan Machine Uni an Open Source font?


Yes, Tibetan Machine Uni is an Open Source font and free.
