Are the tones already ordered correctly in OpenOffice? If they are not,
then we do not only have to add them to OpenOffice, but also to CLDR.
Please look into

and put yourself in cc for this issue (I don't know your OpenOffice user
name).
We need a test case to know if the Vietnamese sequence works, once
integrated. The test case can be spreadsheet in which you have two
columns. One of them has a number of words ordered correctly, including
all or a representative number of the cases that are corrected by the
tailoring sequence (desired sorting).
A second column should have the same words, but ordered by Calc, so it
gives the present (incorrect) sorting.

In addition to the order of all the base characters (as shown in the
UCD), the six tones follow a certain order.
So e circumflex, which is a separate base vowel, has six possible forms:
ê e circumflex (no tone)
ề e circumflex with added grave accent above
ể e circumflex with added question mark accent above
ễ e circumflex with added tilde accent above
ế e circumflex with added acute accent above
ẹ e circumflex with added dot accent below
I hope that isn't too difficult to integrate into the patch. :S
Should we add this to the Unicode Collation Algorithm information? I
am surprised the algorithm doesn't reflect it, since I know some very
experienced people have worked on the Unicode data for our language.
