Sorry for forgetting to mention a step about QuickStarter of OpenOffice.org. Could you give it a try again after choosing "Exit QuickStarter" by right-clicking on OpenOffice.org icon in the task bar of Windows. The setting files are red when OpenOffice.org starts. Just quiting OpenOffice.org does not exactly terminate OpenOffice.org but still OOo exists in the task bar for quickly starting OpenOffice.org later. QuickStarter can be controlled in the dialog of Tools - Options - OpenOffice.org - Memory.
