Hello, again: it is not OOo's fault that the Albanian native language lead miserably failed and didn't build up community nor publish sources nor wants to cooperate. OOo does not dictate if or when a lead is to be replaced. If a project's community thinks a lead doesn't fulfill his duties he can be deposed.
