Is there a way to synch the english pages to the translated pages?. It
seems to be hard to track the edition of english page and then update
the translated counterpart.
That's a good question, and one we've discussed within the Doc group a
few times, including at OOoCon this year.
I don't know of any way to set up some kind of automatic synchronization
between source and translated languages within the Wiki.
There are some built in tools on the Wiki, and some extensions that have
been installed that may help a little, but as of right now, it still
requires a fair bit of attention from the translators.
For example, you can "watch" pages - so someone who's translated some
pages set a watch on the source language pages. Then they will be
flagged when a page changes. This still requires manual diffs to find
out what exactly changed.
If not every page of the wiki (some carry temporary information), but
the documentation part looks as one we should keep an eye on closely.

I've just installed FlaggedRevs on the OOoWiki (still doing a bit of
configuration on it). It shows up across the Wiki as an extra bit of
info on the top right of every page. It's one tool we can use to keep
an eye on specific pages. On pages it is not needed on, they can either
be manually whitelisted, or left in unreviewed state (ie it doesn't
really affect pages it's not used on).
IMHO, using po files or xliff is not the best so far for the wiki job. I
do prefer to translate as you recomend, provided I have assistance to
keep things updated in synch.
That's something (the suitability of po or xlif output) I will rely on
you guys for :-) I don't know the details of the more formal
translation processes other than what I've been involved in preparing
English pages for translation.
