As a result of a petition in this bug:

A repository for the Valencian translation has been created.

I must say that the chosen code is not appropriate in this case. First
of all, it doesn't make sense to choose "es_VA". On the one hand,
following the standards, the first part refers to the language and the
second part to the country it belongs; and it's clear that Valencian is
not the same language as Spanish and it is not spoken in the Vatican. On
the other hand, Valencian and Catalan are the same language: the main
dialect (català general) uses the code "ca" and the IANA has already
accepted the subtag "valencia" for Valencian, this is ca-valencia:

The name used for Valencian in other projects is usually "Catalan
(Valencian)". GNOME, KDE, Mozilla and many more use it:

The code varies depending on the project (if it accepts locales or not).
The other proposed code by jza, "va_ES" is not based on any standards:
"va" is not on the ISO codes accepted by the IANA (ISO 639). Actually,
it was rejected because they couldn't accept a different code for a
language (Valencian) that was the same than other language (Catalan)
that had been already accepted.

Locales in OpenOffice.org have not been implemented yet. So I would
propose to use the same code that is already being used for Valencian in
VirtualBox: ca_VA, translation of which I'm the main responsible:

This code is still not the most appropriate, but I think is the best
solution we've got at this moment and I propose it for the internal
locale.
