Condensed relevant text: Please note that by logging in/creating a Bugzilla account, you certify that any object code, source code, patch, documentation, etc. that you may supply to an Apache project can be redistributed under the same Apache License version 2.0 license terms and conditions as the project itself. So the ASF Bugzilla states that all content is automatically licensed for our use (which begs the question why Apache JIRA allows content to be submitted without these terms.) Problem solved.
