Muhammad, Go first to http://wiki.services.openoffice.org/wiki/Dictionaries and edit the wiki, add your dictionary to it with the proper link.
Then email to an OO lingucomponent administrator to get your dictionaries copied onto OO ftp server. This makes automatic installation possible.
