Friedel probably meant whether it can be encoded with a 256-char (8bit) codepage like ISO 5589-6 (Arabic). Probably that is not the case: http://czyborra.com/charsets/iso8859.html#ISO-8859-6 UTF-8 does not mean that everything can be expressed using 8 bits.
