That doesn't seem to be the case either. My global dictionary.lst (leaving
out non-German entries) looks like this:
#THES de AT th_de_DE_v2
#THES de CH th_de_CH_v2
THES de DE th_de_DE_v2
and i think you have the .idx and .dat files in share/dict/ooo
My user-specific dictionary.lst looks like this:
THES de DE th_de_DE_v2
do you have corresponding .idx and .dat files in user/wordbook ?

I cannot see the latest thesaurus until I comment out the last entry from
the global dictionary.lst (i.e. I can still reproduce this).
Do you have the same using spellcheckers instead of using thesaurus ?
Actually you could try to reproduce this: install the latest German
thesaurus via DicOOo. Restart OOo. Search for synonyms of "Hering". If you
see only "Zeltpflock", you're seeing the old version. If you see
"Zeltpflock" and "Fisch (Oberbegriff)" you're seeing the new version.
what installation did you perform ?
a user or an administrative installation ?
I guess a user installation, then i think OOo admin mode (share) is
prioritary on user mode (take it as a finalize:true xcu file equivalent)
For being able to alter this, you'll have to uninstall shared dictionary
an unDicOOo prototype is here (it is an extension - add it with Tools >
Extension manager)

I think this is not a bug but a by-design feature. May be asking for a
RFE ? Where is the code loading these files located ? i may have a look
(or look with someone that has a bit more time ;-) )
