(not > sure) No. It is simply the means how the 'Ignore All' functionality in the context menu of misspelled words (or the spell check dialog) is implemented. By adding them to that list they will be recognized henceforth. And having them in that non-persistent and language-all user-dictionary simply allows the user to view and edit the list of words he previously wanted to be ignored.
