Just file a normal OOo Issue with the issue tracker, choose l10n
(localization) as sub component and state your problem.

in the case if your language does not have and ISO-639 (3) code, filing an issue with OO will not solve the problem. Instead you first should contact SIL (www.sil.org) who is responsible for language code assignment.

After you get the code (it could take about 9 month or more), you have to create a locale for you language for submission to l10n and only after your language will be included in OO source, you will be able to format text in you language and register respective spellchecking dictionary.

I am at the middle of such process with my native language.
