Sure. Associating a dictionary to one or more languages can be done in
the extension itself.

If there isn't an ISO code, that's not a problem for OOo. That's a problem for negotiation between the extension's author and the ISO. Is the developer of a dictionary extension made fully aware of this requirement?
And in order to be compatible with older MS file formats each language
also needs to have an integer value to represent it, and that one can't
be chosen arbitrary. Usually you have to stick with the languages MS
already has defined. You can't even easily use yet unused values since
they might get used in the future and then you will have a serious
import/export problem if that value would already be used in OOo but for
a different language.

Why does a new language have to be compatible with [an old version of] MS? If it's a new language then, by definition it's not supported by old versions of MS
(and "name", for the title bar)? In a "resources" file of some sort? Shouldn't there be?
