I would be VERY comfortable having an employee work from home, consistently. I think the only thing is, that I would want that person to be able to come in should it be required within a decent timeframe (ie a couple of hours).

It's about trust, not about inability to check man-hours. Companies *should* trust their employees. Working on an honour system with your employees, is about building a team that doesn't want to let each other down. I think that loyalty and trust are two very important factors here.
