Erm, thats not strictly true. You could use one licence for multiple unrelated site the only restriction is you use the same data repository which isnt really a problem. You may want extra licences for additional data repositories but plenty of people run on one licence.   Also its worth noting that a lot of cms's have per seat editor models or per cpu models on the server. IIRC unlike many other CMS you could *not* have once license and use it for multiple (un-related) websites on the same box.
