2 words - free and open source.

Although you can customize homesite to an extent its not as if you can
say to yourself - "I would love it if it could do xxx feature.. " and
then open it and up and implement it (provided you are familiar with
Java and SWT of course ;-) ).

That said I don't know to what extent you can modify dreamweaver but
judging from the plethora of plugins available for eclipse I would say
that it's the fact that it is highly customizable and has the potential
to be anything you want. I think the cf eclipse plugin with sufficient
community support could eventually (ahem) eclipse Homesite+.
