Can someone please explain what this error message means? I don't
understand it.

It seems self-contradictory: on the one hand it says "[I] will re-submit
later", with the daemon or release engineer as the sender of the message
also as the actor for re-submitting, but on the other hand it asks me to
"fix the issue above and resubmit". If I need to do something, then I
don't know what.
