This what I am looking for. I knew in Tizen, the getty & console is getting disabled somewhere, but I could not figure it out.
I think it will work now.

I fiddled with this some once (to be able to change without having a console on a running system so you could actually run systemctl), and I *think* that you can get it by editing this file:
/lib/systemd/system-preset/90-systemd.preset
and change the place where it says
disable console-getty.service
to say enable instead. let us know if it works.
