Hi Ryan,
few comments:
- the tests if all/no bits are set and so the special Bits implementations are
returned are fine, but the special case for all bits are valid may be a little
bit ineffective and seldom
- please use the correct Java code style ("{" should be at the end of previous
line and not in separate line for method declarations), the Eclipse code style
is available in Wiki
