Please fix this - you didn't change anything at all here. There is no way we
should be giving up here just because other modifications are happening.

The closest analogy is something like AtomicLong.incrementAndGet()
Those implementations try forever. It would be exceedingly rare for starvation
for any amount of time... but if we say it can fail then clients need to
implement their own try-until-success loop (which won't succeed any faster!)
